final decision as to the merits of the
agreement has been reached. Mr. Maze however
is certainly of opinion that smuggling is a
serious matter and that failing an agreement
preventive measures must be taken. It is
desirable therefore that he sh uld understand
that the whole question is being given serious
consideration in order to prevent action being
taken which might render an agreement more
difficult in future.
Therefore as an
alternative to Colonial office instructions
referred to in my telegram No. 90, I suggest
that your representative at Nanking should
explain situation and show revised draft of
agreement in confidence to Mr. Mase. Please
telegrah if you concur.
4. Colonial office and Board of Trade concur
in this telegram which the former are
repeating to Acting Governor.
